Pkwa Htoo was born in Burma. In 1997, her family moved to Tham Hin refugee camp in Thailand because of the civil war. She lived in the refugee camp for 10 years. In 2007, Pkwa moved to the United States and settled in Saint Paul, Minnesota. When she arrived in Saint Paul, she attended LEAP High School. In June 2010, she graduated and got her high school diploma.

Pkwa has volunteered in the Karen community and with World Relief to help her Karen people achieve their goals. She has helped new families who come to Saint Paul with needs such as translation, paperwork, and school enrollment before they become independent.

She joined the Karen Organization of Minnesota as a Youth Development Coordinator on February 27, 2014. Pkwa continues to work leading afterschool programming for middle and high school youth in Saint Paul through KOM.
